First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko paid a working visit to the Volyn region, specifically to the city of Lutsk.
He took part in a round table discussion entitled «The practice of administrative service centres: current status and prospects. Regional dimension.» During the event, participants discussed the implementation of state policy in the field of administrative services, the current challenges facing administrative service centres in the context of martial law, as well as issues of their financial capacity, digitalisation and expansion of the list of services. Particular attention was paid to the need to support local budgets for the maintenance of centres, ensuring the efficiency, transparency and convenience of obtaining administrative services for citizens.
Oleksandr Korniienko emphasised that most issues in the sphere of state-citizen interaction concern the provision of administrative services, and it is this part of the decentralisation and digitalisation reform that is one of the most understandable and important for citizens. He noted the success of the reform and its recognition by Ukrainian society and international partners, emphasised the role of ASCs (Administrative Service Center), mobile workplaces and digital services, and drew attention to the need for energy efficiency, improved mobile communications and support for local budgets. In addition, he stressed the importance of informing citizens about simplified administrative procedures and noted the personnel and financial challenges faced by ASCs. The First Deputy Speaker emphasised the importance of finding a balance between the interests of the state, local self-government and citizens.
It was noted that the Verkhovna Rada of Ukraine continues to improve the decentralisation reform and is actively working on a new draft law aimed at helping local budgets maintain administrative service centres.
At the same time, Ukrainian MP Vitalii Bezghin, who participated in the round table meeting, said that according to research, 96% of Ukrainians are satisfied with the quality of services provided at the ASCs.
In addition, the First Deputy Speaker visited one of the centres of the All-Ukrainian Mental Health Network ‘Return’, which provides psychological and psychiatric assistance to military personnel, veterans and their families who have suffered psychological trauma due to the war. The centre is headed by a psychotherapist with combat experience and employs a multidisciplinary team of psychologists, psychiatrists, social workers and chaplains. Its main activities include individual and group psychotherapy, art therapy, VR therapy, neurogroups and adaptive sports.
«It is important to develop this movement and ensure that psychological support is available without hindrance, whenever it is needed,» said Oleksandr Korniienko. Ukrainian MP Viacheslav Rublov, who joined the visit to the Centre, noted the problem of overcrowding at the medical facility and the need for its expansion. He announced an agreement with the parliamentary corps to provide for the relevant expenditures in the 2026 State Budget Law.
During a joint meeting with the head of the Volyn Regional State Administration, Ivan Rudnytskyi, with the participation of Lutsk Mayor Ihor Polischuk, the head of the Volyn Regional Council, Hryhorii Nedopad, and members of the Ukrainian Parliament, the First Deputy Speaker discussed the current situation in the region and the challenges, in particular, preparations for the heating season and the state of the energy system, which has suffered from russian attacks.
«We raised the issue of the development of veteran policy, in particular at the local level. Support and assistance to heroes is one of the national priorities. At the same time, we discussed holding a summit at Lubart's Castle on the occasion of the 600th anniversary of the Congress of European Monarchs, which took place in Lutsk in 1429,» Oleksandr Korniienko summed up.
