Oleksandr Lavrynovych: The Government has no Intent to bring the Draft Budget for 2010 before Parliament
"The crucial issues under today´s scrutiny concerned the budgets of the current and next years", - Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, stated during the briefing for mass media after the Conciliative Council on Monday, 14 December.
"Two Bills on amendments to the current budget may be scrutinized tomorrow (15 December ed.) The Bills appertain to the funding of judicial system and extra allocation of funds to the Ministry of Public Health", - O.Lavrynovych stated. He expects that the People´s Deputies will uphold the Bills.
As far as the scrutiny of the Draft State Budget for 2010 was concerned, O. Lavrynovych stated that the said Bill would not be brought before Parliament, as implied by the First Deputy Prime Minister at the Conciliative Council. O. Lavrynovych believes that "this situation is embarrassing for the State claiming to be a legal one".
"The case is unprecedented not because the Government fails to draft the budget for 2010 and bring it before Parliament, but because the Government represented by the First Deputy Prime Minister stressed that the Bill on the State Budget for 2010 would not be submitted to The Verkhovna Rada", - O. Lavrynovych stated.
The politician explained that according to The Verkhovna Rada resolution, the Government shall harmonize the State budget for 2010 with effective legislation. However, the Government has invented a pretext that the Parliament failed to forward the proposals concerning the Draft to them.
"As far as the conclusions of The Verkhovna Rada of Ukraine are concerned, they are stated in the Parliament´s resolution. They shall be taken into consideration and implemented", - O.Lavrynovych stressed.
The politician restated basic provisions of the document: "Firstly, the Bill on the State Budget shall be harmonized with the Constitution and the Budget Code of Ukraine. Secondly, the calculations of labour remuneration and pension provision made in compliance with the effective laws shall be adjusted. Thirdly, the amendments to the tax legislation and social laws shall be excluded".
"The resolution obliges the Cabinet of Ministers to take the above-mentioned measures. However, we face the situation, when the Government is not willing or ready to fulfill the requirements envisaged by the Constitution and the Budget Code", - O. Lavrynovych stated.
