The Committee on Legislative Support of Law Enforcement recommends that The Verkhovna Rada of Ukraine adopts in the Second Reading the Bill on Amendments to certain Legislative Acts of Ukraine concerning Protection of Cultural Heritage

The Bill (Reg. No.3190), submitted by the Cabinet of Ministers, aims at enhancement of effective legislation of Ukraine in the field of protection of cultural heritage. It coordinates terminology of certain legislative acts with the Law "On the Protection of Cultural Heritage". In particular, it should increase responsibility for non-fulfillment of its requirements, specify competence of the public authority bodies in charge of protection of cultural heritage, and establish regulations concerning protection of historical and cultural monuments, and activity of the historical and cultural reserves.  

 

V. Shvets, the Chairman of the Committee declared that the Bill envisages the amendments to the 4 Codes and 8 Laws hence the elaboration of the document for the scrutiny in the second reading was held during two months with the participation of the Committee on Culture and Spirituality and Ministry on Culture and Tourism of Ukraine members.

 

Moreover, the Bill enhances legal principles of activity of historico-cultural reserves, enhances their protection and responsibility for its violation. 

 

The Committee members believe that introduction of the term "historico-cultural protected territory" will regulate the issue concerning protection of monuments of cultural heritage located at the territory of a settlement that can not be declared a historico-cultural reserve.

 

As a result of the scrutiny, the resolution was adopted to recommends the Verkhovna Rada adopt the Bill in the second reading and entrust to a Committee the Bill elaboration for the scrutiny in the third reading.
