Ukrainian civil service becomes more efficient and transparent: Oleksandr Korniienko participates in the Annual Richelieu Forum on Public Service

First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko took part in the first day of the Annual Richelieu Forum on Public Service, «Human Rights in Ukraine: The Perspective of Change,» which runs from 24 to 26 September 2025.

The forum was attended by representatives of state authorities at all levels, scientists, participants in international technical assistance projects and programmes and international organisations, higher education institutions, regional training centres, as well as Ukrainian and international experts.

The experts discussed the development of public service and improving its effectiveness, in particular the rule of law, the independence and political neutrality of civil servants, standards of integrity, transparency and the fight against corruption. They also discussed involving citizens in decision-making through consultations, cooperation with civil society organisations and digital platforms, protecting the rights of civil servants and vulnerable groups, gender equality, equal opportunities and accessibility in public authorities. Particular attention was paid to the transparency of government work, access to open data, the use of artificial intelligence, cybersecurity and personal data protection in the context of digitalisation.

In his speech, Oleksandr Korniienko emphasised that a number of important events had taken place this year in the field of public service and public administration, in particular the approval of the Public Administration Reform roadmap, which is part of Ukraine's negotiating framework for EU accession. «At the same time, there are reforms that are continuing successfully despite the challenges of a full-scale invasion. For example, the reform of fair remuneration, which was enshrined in the adopted law,» said the First Deputy Speaker.

He also emphasised the role of the Administrative Services Centre and the judicial system as key interfaces for the realisation of citizens' rights, as well as the need to improve competitive procedures for top positions. Particular attention was paid to the development of cross-sectoral projects in ministries and at the local level, particularly in the context of European integration. «Our system of public service organisation and our service delivery centres are a very important element in ensuring that people's rights are realised. And the main interface for the realisation of human rights in interaction with the state is the ASC. We are currently working on a draft law on the return of competitions. Next, we will work on guarantees for the work of civil servants,» said Oleksandr Korniienko.

The First Deputy Speaker thanked all civil servants, local government officials and all types of public servants for their work, expressing special gratitude to the military personnel who defend Ukraine and its people. He emphasised the importance of implementing human rights even in wartime and called for continued improvement of the civil service system for the sake of future generations and Ukraine's European integration.
