European approach to supporting farmers: The Verkhovna Rada Committee on Agrarian and Land Policy supported a draft law on a payment agency

On 1 September 2025, at a meeting of the Verkhovna Rada Committee on Agrarian and Land Policy, with the aim of agreeing on the provisions of the draft Law of Ukraine ‘On Amendments to Certain Laws of Ukraine Regarding the Organisational Principles of Support in the Agrarian Sector’ (reg. No. 13202-1) with representatives of parliamentary factions and groups in the Verkhovna Rada of Ukraine of the ninth convocation, as well as to optimise the amendments submitted by the Committee, the Committee's decision of 20 August of this year was reviewed.

The adoption of the draft law on the establishment of a payment agency is of great importance for Ukraine, as it provides a transparent and effective mechanism for providing state support to the agricultural sector.

The introduction of such an institution complies with European standards and is a key element in harmonising Ukrainian legislation with EU law.

The payment agency will promote the fair distribution of aid among all categories of agricultural producers, increase confidence in the state support system, and enable the effective use of both budgetary resources and international aid received for the restoration and development of the agricultural sector.
