During the working visit to the town of Skvyra of Kyiv region, Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, stated that "a full-fledged budget will apparently be adopted on the grounds of results of the first quarter of 2010". M.Tomenko reminded of the fact that the budget for 2005 had been adopted similarly. He believes that "this was not the worst year as to the social standards and economic development".
The Vice-Chairman stated that the parliament forwarded the Draft State Budget for further drafting. Thus, The Verkhovna Rada shall not be able to scrutinize the Draft within a two-week term. M.Tomenko believes that "the Factions who nominated their candidates for presidency will not make proposals concerning curtailment of expenditures in the peak of the presidential election campaign".
The Vice-Chairman recommends that the President, the Government and the Parliament adopt the budget in December to start a new year with the budget. However, he believes that such development of events is impossible. A new presentation of the budget will turn into a political polemic and discussion between the opposition and the Government.
