Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine: Capability of Armed Forces Veterans that possess Necessary Military Experience is supposed to be in a Great Demand in the System of the State Government

 

The Chairman of the Verkhovna Rada of Ukraine attended the grand meeting dedicated to the Armed Forces Day held at the Officers Club on Saturday.

 

V.Lytvyn stated that he highly appreciated the life-long pursuits of the military officers. The Chairman of the Verkhovna Rada of Ukraine addressed the veterans, stating: "You symbolize a great heritage and established traditions, especially, a respectful and careful attitude to the defenders of Motherland". "Your competence, experience and authority shall be considered while developing a program of comprehensive reforms of the public security bodies of Ukraine", - he added.

 

The Head of the Parliament objects to the appointment of heads of military units and law-enforcement bodies due to their political membership and convictions, the competence and experience in the field of State security being neglected. He deems necessary to reform the system of military education establishments. However, it is necessary to determine the military doctrine of Ukraine "to provide for the security and territorial integrity of the country". Afterwards, the principles of military sphere administration shall be set. "Appointment of solely civic personnel to the Ministry of Defence is absurd", - V.Lytvyn stated. 

 

The Chairman of the Verkhovna Rada of Ukraine deems necessary to fund the military and law-enforcement units adequately. The funding of the current year totals UAH 8 billion, while UAH 17-19 billion are required.

 

"This budget is feasible, provided the total inventory of the Armed Forces provisions is held, - the Head of the Parliament stressed. The approach shall conform to the world standards: 50% to support the Army, 25% to hold military trainings, 25% to supply the Army with the modern equipment. However, at present 80% of funds are allocated to support the Army".

 

The Head of the Parliament deems necessary to elaborate and implement the State program of military and patriotic education to enhance the prestige of the military service and strengthen public confidence in the military officers. 

 

V.Lytvyn objects to the belittlement and discredit of military forces for the political concerns. He deems necessary to pay special attention to the social security of the military servicemen. "The financial provisions of the military servicemen and law-enforcement officers shall be raised to the average level of the middle-class representatives", - he stated. 

 

He also deems necessary to lift the restrictions on pension provision of military pensioners, and implement the State program of military servicemen housing provision.

 

The Head of the Parliament calls for restoring free medical assistance of the State defenders.

 

V.Lytvyn also deems necessary "to use the capacity of the persons who concluded their service in the Armed Forces and still have enormous military experience". "The public administration system shall use this capacity", - he stated.
