Head of the Subcommittee on State-Business Cooperation and Investment of the Verkhovna Rada Committee on Economic Development, Ihor Marchuk, took part in the Fourth Ukraine Recovery Conference (URC2025), held in Rome.
«Human capital and private capital are two of the four key priorities of this year’s Ukraine Recovery Conference,» said Ihor Marchuk.
«For us, these are two fundamental economic pillars, critically important for driving the country’s accelerated development.
In the current geopolitical context, only people and financial resources can provide the momentum for a quantum leap — from a sluggish, inert economy to one that is innovative and breakthrough-oriented.»
The level of interest in Ukraine and its recovery sector at the conference was truly remarkable. In discussions with international partners and business representatives, one could distinctly sense — perhaps for the first time so clearly — an atmosphere of economic pragmatism and a genuine willingness to seek a formula for effective, secure, and mutually beneficial cooperation. This is an extremely positive signal.
As I have said time and again: in today’s context, economic security is synonymous with national security.
During our term, my colleagues and I from the Committee on Economic Development have created the most advanced investment legislation in the history of independent Ukraine — aimed at attracting both domestic and foreign investments into the commercial and public sectors of the economy.
This includes three key pieces of legislation:
The law on state support for investment projects with significant investments;
The law on industrial parks;
The law on public-private partnerships.
I am sincerely proud to have been directly involved in the development and implementation of each of these breakthrough initiatives. In particular, I have been — and remain — a lead architect and mentor in the evolution of legislation supporting major investments and reforming the public-private partnership framework.
The public-private partnership (PPP) mechanism truly became a highlight of business discussions at the conference. It was mentioned in nearly every address by high-level participants and foreign delegations as an effective tool for Ukraine’s recovery and modernization. I also spoke about it, presenting Ukraine’s PPP concept in the Italian Parliament.
We Ukrainians are remarkably resourceful, hard-working, and possess immense productive energy. This tremendous human capital must be transformed into creation.
We must draw on our own history and return to the roots of our culture to find the strength for forward-looking development. Only by combining the potential of our national identity with modern knowledge, technology, entrepreneurial spirit, and the capabilities of private capital will we be able to build a strong, modern, and self-sufficient economy.
The time has come not merely to rebuild, but to create a new Ukraine — a country that will become a land of opportunity for everyone who is willing and able to act.
