First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko paid a working visit to the Ternopil region.
During the working visit, the First Deputy Speaker addressed the Forum of Starostas of Ternopil region, assessed the development of education, agriculture, and local self-government in the region, and familiarized himself with the work of local enterprises.
The working visit began with paying tribute to fallen heroes — a flower-laying ceremony at the «Alley of Heroes’ Remembrance» in Ternopil.
In his welcoming remarks at the opening of the «Forum of Starostas of Ternopil Region: A Center of Local Leadership,» First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko emphasized the key role of starostas in the system of local self-government:
«A starosta is a fundamental link between the state and its people. You are the ones who stand beside the community every day, every hour. This is not merely an administrative function — it is true service to the people. It is essential for us to hear their views, proposals, and concerns across various regions in order to shape the legislative solutions necessary to improve the quality of life at the local level,» he stated.
The First Deputy Speaker also expressed his gratitude to all those who continue their work under the conditions of full-scale war, supporting their communities and ensuring stability in the rear.
Oleksandr Korniienko also highlighted the achievements of the Ternopil region in advancing reforms, fostering economic development, and strengthening community cohesion:
«Ternopil region is an example of a region that not only meets the set objectives but also demonstrates dynamic growth. This is the result of your daily efforts, your unity, and your collective movement forward. It is on such regions that the country stands. And it is thanks to you that we will be part of Europe — strong, capable, and united after Victory and a just peace,» he emphasized.
During his meetings with local communities, Oleksandr Korniienko discussed current challenges and ways to address them, Ukraine’s European integration path, and the tasks facing local authorities. The discussions touched upon support for the Armed Forces, community development, and a shared vision for the future.
The First Deputy Speaker underscored the importance of open dialogue and expressed gratitude for the demonstrated unity and resilience.
During his remarks at the Forum panel, the First Deputy Speaker of the Verkhovna Rada of Ukraine underscored the difficult period the country is currently enduring. He noted that despite the diplomatic efforts of international partners, the aggressor state continues its escalation.
At the same time, he highlighted the importance of the humanitarian dimension, which plays a crucial role in the return of prisoners of war and the repatriation of the bodies of fallen defenders — a matter of profound significance for families and for the nation as a whole.
Oleksandr Korniienko also emphasized the importance of preserving internal unity, which continues to irritate the aggressor, and the vital role of local self-government — particularly starostas — in maintaining public trust in the state during wartime.
He paid particular attention to the challenges facing decentralization. The First Deputy Speaker announced a forthcoming public discussion on the next steps of local governance reform and the renewal of the country’s administrative and territorial structure. He noted that the war offers Ukraine an opportunity to reconsider its approach to territorial governance.
Korniienko also stressed the importance of strengthening cooperation between communities and international partners, as well as exploring new avenues of development — particularly through participation in grant-funded projects. Special emphasis was placed on the training of local specialists to work effectively within the framework of Ukraine’s European integration path.
During his visit to the Ternopil region, the First Deputy Speaker visited the State Vocational Educational Institution «Ternopil Vocational College with Enhanced Military and Physical Training,» where he reviewed the educational process, training facilities, and the preparation of remote-controlled device operators.
«This is a strong example of the successful modernization of vocational education. I had the opportunity to explore the curriculum and the well-equipped classrooms. Education is progressing and adapting to current needs — through the transformation of approaches, methods, and learning conditions,» Oleksandr Korniienko noted.
He also visited agricultural enterprises and farming operations in the region.
«I visited the Agroland complex — a place where Ukrainian identity is truly preserved. It features elements of agricultural cultural heritage, including a collection of equipment once used by collective farms, such as ploughs, tractors, and even a functioning sawmill,» said the First Deputy Speaker, emphasizing that Ternopil region is renowned for its agricultural strength.
To conclude his visit, the First Deputy Speaker familiarized himself with the operations of the “Hadz” farming enterprise — which cultivates over 600 hectares of orchards and is one of the largest companies in Ukraine specializing in fruit production and export. «This is a case of a successful business that is growing and meeting high demands and international standards,» he remarked.
Regular visits by the leadership of the Verkhovna Rada to the regions provide valuable opportunities to gain deeper insight into the needs of communities and to more effectively support their development.
