Members of the Committee on Law Enforcement participated in the conference «Comprehensive Reform of the Law Enforcement System as a Key Element of European Integration.»

Deputy Chairs of the Committee on Law Enforcement, Maksym Pavliuk and Hryhorii Mamka, took part in the conference «Comprehensive Reform of the Law Enforcement System as a Key Element of European Integration.»

The event was organised by the Ministry of Internal Affairs of Ukraine, the European Union Advisory Mission (EUAM Ukraine), and the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.

The Action Plan aimed at implementing the Comprehensive Strategic Reform Plan for Law Enforcement Agencies as part of Ukraine’s security and defense sector for 2023-2027 was presented.

The Action Plan includes six strategic directions, such as:

Institutional and legal unification – creating a transparent, logical, and efficient law enforcement system architecture by eliminating overlapping functions and forming a unified legal framework.

Proactive crime prevention model – focusing primarily on crime prevention.

Digital transformation and technological modernization – upgrading processes, implementing criminal analysis, and adopting a risk-oriented approach.

European integration and international cooperation – harmonizing national legislation with EU law, expanding partnerships, and enhancing interoperability.

Human rights protection, trust, and transparency – establishing a human-centered approach, guaranteeing the rights of victims and witnesses, developing child-friendly justice, and strengthening accountability and integrity.

Support for war veterans returning to service – creating conditions for their employment.

Alongside legislative changes, international cooperation is expanding. In particular, ties with Europol and FRONTEX are being strengthened, and participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is being intensified. Such cooperation enhances the fight against organized transnational crime and strengthens capabilities to combat illegal arms trafficking, human trafficking, and illegal migration.

The document is synchronized with the “Justice, Freedom and Security” block of the Rule of Law Roadmap, which is a necessary step for opening negotiations with the EU on the first Cluster “Foundations.”

The event was also attended by Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice Olha Stefanishyna, Minister of Internal Affairs Ihor Klymenko, the Chargé d’Affaires of the EU Delegation to Ukraine – Head of the Cooperation Programs Stefan Schloining, Head of the EU Advisory Mission for Civilian Security Sector Reform in Ukraine (EUAM Ukraine) Rolf Holmbo, and others.
