Members of the Ukrainian Parliamentary Delegation participated in OSCE PA Summer Session Event on Countering russian Disinformation

Within the framework of the OSCE Parliamentary Assembly Summer Session (Porto, Portugal), a dedicated side event was held focusing on the challenges posed by russian disinformation and propaganda as elements of hybrid warfare.

The event was attended by parliamentarians from numerous countries around the world, representatives of civil society, information security experts, as well as Ukrainian and international speakers.

Deputy Chairperson of the Committee on Humanitarian and Information Policy Yevheniia Kravchuk emphasized that russian propaganda and interference in democratic processes are not solely a Ukrainian problem. They pose a direct threat to the security and stability of democratic societies in Europe, particularly through election interference.

«I would like to specifically highlight a very insightful presentation by analysts from the OSINT company Molfar on the harmful influence of the russian orthodox church in Europe. For many colleagues, it was truly eye-opening. I also emphasized that russia is increasing not only its military budget, but also its funding for state propaganda. We are talking about millions of dollars being channeled into campaigns such as "Doppelgänger" — involving the creation of fake media outlets, clones of Western publications, fabricated news stories, and their dissemination through social media. I cited the example of Moldova, where russian election interference has already become a reality. We must not allow kremlin narratives to penetrate European countries through such manipulation,» the politician stressed.

In her remarks, Yevheniia Kravchuk emphasized the need to establish an «Information Ramstein» — an international coordination platform for sharing information, initiatives, and joint actions in the field of countering disinformation.

«I also recalled that a Special Tribunal for the crime of aggression against Ukraine was recently established through an agreement signed within the Council of Europe. This Tribunal is, in fact, the legal successor to the Nuremberg Tribunal, which prosecuted not only war criminals but also propagandists. In particular, Julius Streicher, editor-in-chief of the nazi newspaper Der Stürmer, who used the media to openly incite genocide,» the MP added.

The Deputy Chairperson of the Committee is convinced that today we must likewise introduce personal sanctions and ensure accountability for russian propagandists and organizers of disinformation campaigns who, in essence, promote hatred and justify the genocide of Ukrainians.

The Ukrainian delegation expressed gratitude to all partners already active in this area. «The information front is no less important than the military front. Here, too, we must remain equally united!» emphasized Yevheniia Kravchuk.

The event was also attended by Mykyta Poturaiev, Chairman of the Committee on Humanitarian and Information Policy, and Liubov Tsybulska, Strategic Communications Expert.
