The Committee on State Building and Local Self-Government recommends that the Parliament rejects the Bill on Amendments to the Law "On Elections of the Deputies of the Verkhovna Rada of Autonomous Republic of the Crimea, Local Councils and Village Town and Cities Mayors" (re Exclusion of the Electoral Blocs of Political Parties from the Election Process)

The Bill (Reg.№4800) introduces amendments to the effective Law that restrict the right of the political parties in Ukraine to form electoral blocs for the participation in the local elections.

 

During the discussion, the Committee members expressed certain remarks to it. It was declared that the Bill clauses contradict with Clauses 36 and 92 of the Constitution of Ukraine.

 

People´s Deputies also pointed out the attention on the fact that the bill implementation presupposes the increase of the local budgets expenses, received in the form of the subventions from the state budget for the preparation and conduction of the local elections that would lead to the increase of the subvention scope, taken from the state budget. Hence, the parliamentarians briefed that according to Clause 27 of the Budget Code of Ukraine, the Bill is supposed come into force not earlier then 1 January 2011 is it is officially made public till 15 August 2010. In other cases its norm are to be implemented not less then 1 January 2012.
