On May 7, an international conference titled United for Justice. United for Survivors. was held in Kyiv.
The event brought together representatives of governments, judicial authorities, international organizations, civil society, human rights advocates, and experts from numerous countries.
Among the participants were the European Union Ambassador to Ukraine Katarina Mathernova; President of Eurojust Michael Schmid; Minister of Justice and Security of the Netherlands Dilan Yesilgoz-Zegerius; UK Minister of Justice Sarah Sackman; Head of the EU Advisory Mission (EUAM) in Ukraine Rolf Holmboe; European Commissioner for Justice Michael McGrath (via video link); Head of the Office of the President of Ukraine Andriy Yermak; Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice of Ukraine Olha Stefanishyna; Acting Prosecutor General Oleksii Khomenko; and other distinguished guests.
The Committee on Law Enforcement was represented at the conference by Committee Chair Serhii Ionushas, the President’s Representative to the Verkhovna Rada of Ukraine and Deputy Chairman of the Committee, Halyna Mykhailiuk, and Deputy Chair of the Committee, Maksym Pavliuk.
The conference consisted of 6 panel discussions:
1. The activities and progress made by the Dialogue Group and an outlook for the future until 2025:
Harmonisation of Ukrainian legislation with international standards;
Technical assistance for Ukraine: impact and adaptation to the new financial landscape.
2. The activities and progress made by the Dialogue Group and perspectives on the year of 2025:
Digitisation of evidence and open source intelligence (OSINT);
ACA group: exploring opportunities for in-depth cooperation;
Victim-centred justice: victims' rights, protection and trauma-informed approach.
3. The victims of criminal process. Ways of development.
4. Children, as the most vulnerable group.
5. Holistic approach to victims: Ukrainian and international experience.
6. Communication with survivors of violence. Challenges and opportunities.
Speaking during the third panel discussion, the President’s Representative to the Verkhovna Rada of Ukraine and Deputy Chairman of the Committee, Halyna Mykhailiuk, briefed participants on key priority areas of the Committee on Law Enforcement’s activities during wartime. She highlighted legislation adopted by the Verkhovna Rada of Ukraine that had been developed within the Committee, as well as draft laws currently prepared, adopted at first reading, or being finalized by the Committee for second reading.
The conference served as a vital and dynamic platform for dialogue and the development of solutions to counter the devastating challenges posed by the full-scale russian invasion.
The event was organized by the Office of the Prosecutor General of Ukraine in cooperation with the Government of the Netherlands and with the involvement of international partners.
