"The coalition will hardly be re-formed. It will not exist till the end of the presidential campaign", - Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, stated in the TV program at SITI channel. He also stated that "the possibility of its being set up next year is low". "A stable parliamentary coalition will obviously be formed under a new Parliament´s composition", O.Lavrynovych stressed.
As far as the holding of the early parliamentary elections after the presidential ones is concerned, the First Vice-Chairman stated: "If the coalition is not formed at the acting Parliament, the Constitution of Ukraine authorizes the Head of State to terminate the authorities of the Parliament and hold extraordinary elections".
"Such a parliament and the government that does not rely on the parliamentary majority cost much to the State", - O.Lavrynovych stated and added: "If there is no politically responsible majority, resolutions adopted by the Parliament are chaotic, dependent on a situational majority. Efficient work of the executive authorities is failed".
Dwelling upon the political situation in the country within the scope of the presidential campaign, O.Lavrynovych explained whether the President, the Prime Minister and the Chairman of the Parliament are authorized to take leave if they run for presidency.
"The President, the Prime Minister and the Chairman of the Parliament have different duties. However, the Prime Minister should take a leave, as Viktor Yanukovych did on due course, taking a leave during the presidential campaign", - the politician stated. "As to the President, he can not take a leave for the period of the presidential campaign, as he can not delegate his authorities. However, he shall not abuse his possibilities for holding his election campaign", O.Lavrynovych stated.
