Mykola Tomenko: The Draft Constitution "publicly" discussed in Ukraine may be regarded as a New Year's gift for Viktor Yushchenko from his subordinates

Today, Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, visited Lesia Ukrainka Public Library to meet the heads of Kyiv libraries and present his book "The History of Ukrainian Constitution". 

 

The book "The History of Ukrainian Constitution" is intended for the lecturers, students and all those people who study the history of Ukraine and its Constitutional right. It is a collection of rare and popular texts of the Constitutions of Ukraine of different periods.  

 

Dwelling upon the adoption of an optimal version of the Constitution, M.Tomenko stated: "Historical Constitutional experience of Ukraine testifies that a Constitution adopted without public consent and approval of the political circles can not be an optimal one".  

 

The Vice-Chairman stated that a "public" discussion of the Constitution written by several presidential subordinates was launched on 1 December. He stated that this Draft and its discussion may be regarded as a New Year´s gift for the President from his subordinates, as this Draft fails to propose a Fundamental Law to settle the order in the country and become a public agreement between the authorities and the society.

 

M.Tomenko believes that "a real constitutional discussion may start after the presidential campaign, when the public, experts and politicians will try to jointly elaborate the best version of the Constitution". "At present, it is utterly important to observe the effective Constitution instead of redrafting it for a particular political figure", - he underscored.
