The Committee on Public Health recommends that the Parliament adopts the Bill "On Ratification of the National Program of Primary Health Care Development on the Basis of Family Medicine till 2011" as a Basis

The Bill (Reg.№4769) envisages the formation of the normative-legal, finance-economic, organizational-structural and material-technical mechanisms of the health care allotment in cities and villages.

 

During the sitting of the Committee it was declared that the principal aim of the program is the provision of sickness, mortality and disablement rate reduction.

 

The People´s Deputies emphasized that the economic basis for the priorities determining regarding the development of the primary healthcare is the service cost of one help assigning case on the primary level that is in 7-8 times lesser then on the secondary one and in 20 times lesser than on the third level.

 

The attention was pointed out on the facts that in modern institutions of primary only 30 per cent of sick people in towns and 50 per cent sick people in villages commence and complete the medical treatment.

 

The People´s Deputies stressed that the total scope of the program financing forms UAH 259,3 million, that is  UAH 100 million in the year 2010 and UAH 159,3 million in the year 20111.

 

According to the parliamentarians the program implementation results in the increase of the unit weight of the medical assistance basing at the family medicine program on 5-7 per cent annually.
