ON THURSDAY, 3 DECEMBER, THE PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD

 

At the beginning of the morning meeting, the people´s Deputies repeatedly scrutinized the Law "On Amendments to the Laws "In the State Budget of Ukraine for the year 2009" and "On Excise Duty Rates on the Tobacco Goods" with the Presidential amendments.

 

Oleksandr Shlapak, the First Vice-Chairman of the Secretariat of the President of Ukraine presenting the Presidential amendments declared that top the majority of the first Law articles, the President had no reservations.

 

Oleh Liashko, the Vice-Chairman of the Committee on Budget declared the decision of the Committee to recommends the adoption of the Bill "On Amendments to the Law "On state Budget 2009" and "On Excise Duty Rates on the Tobacco Goods" in entirety with the partial President´s motions consideration.

 

Parliamentarians upheld on of the propositions of the President of Ukraine in its entirety and one more partially. As a result of the scrutiny the Bill was rejected ("for" 211 votes).

 

Kateryna Vashchuk presented the report of the Communist Party of Ukraine and Lytvyn Bloc faction report regarding the recognition of the Law "On Prevention of the negative Consequences of the World Crisis on the Development of Agricultural Sector of Ukraine" by the Constitutional Court of Ukraine as such that contradicts with the Constitution of Ukraine. K. Vashchuk reminded that this law envisaged the regulation of the prices on different services for the village and prolongation of the fixed tax and value-added tax for the village residents.

 

The Communist Party of Ukraine and the Lytvyn Bloc factions addressed the Verkhovna Rada of Ukraine with the request to scrutinize this Law during the next plenary week after its repeated elaboration.

 

The Verkhovna Rada of Ukraine failed to uphold the motions of the President of Ukraine tot eh Laws "On Moratorium on Prices Increase on all the Medicines and Goods of Medical Use" and "On the State Support and Functioning Peculiarities of the Children Centers Artek and Moloda Hvardia". The Verkhovna Rada of Ukraine failed to overcome the President´s veto put on these laws.

 

The Parliamentarians included into the agenda the Bill on Amendments to the Law "On the State Budget for the Year 2009" (re the justice financing). Volodymyr Matviychuk, the Vice-Minister on Finance reported on the Bill. According to him the Bill envisages increases expenditures for the State Court Administration of Ukraine, chief administrator of budget funds, by UAH 124,3 million to provide proper conditions for administering the law and repay accounts payable for 2008. Internal loans shall cover extra budget expenditures. The issue concerning proper funding of procedural activity of administrative courts and adoption of unbiased court resolutions has become crucial, as the election process has been launched.

 

The Bill was adopted as a Basis by 302 votes.

 

The Verkhovna Rada of Ukraine has adopted as a Basis the Bill of the Resolution "On Amendments to the Resolution of the Verkhovna Rada of Ukraine "On Implementation of the Verkhovna Rada of Ukraine Social Grants for Students from the Number of Orphaned Children or Children form Low-Income Families" and "On Amendments to the Law "On Scientific and Scientific-Technical Activity" (re the Adjunction of the Doctoral Candidacy Studying to the Scientific Work Experience).

 

The Verkhovna Rada of Ukraine rejected the Resolution Draft on celebration of 300th Anniversary of Lysychansk foundation.

 

The Bill on Amendments to the Resolution "On Awarding of the Personal Scholarships of the Verkhovna Rada of Ukraine to the Students of Higher Education Establishments" (re Increase of the Rate of Personal Scholarships of the Verkhovna Rada of Ukraine), presented by Anatoly Matvienko was adopted as a basis and in its entirety by 312 votes.

 

The Bill on Economic Principles of certain Types of State property Treating was briefed by Volodymyr Ariev, the People´s Deputy of Ukraine.

 

The Bill was adopted by 267 votes.

 

People´s Deputy V.Aryev presented another Bill under his authorship, "On the Enhancement of Liability for the Sale of Alcoholic Beverages and Tobacco Goods to the Minors, and Illegal Sale of Alcoholic Beverages and Tobacco Goods".

 

V.Aryev suggested establishing criminal responsibility for the sale of alcoholic beverages and tobacco goods to the minors, and imposing large penalties for this infringement.

 

The Bill was adopted as a basis by 316 votes.

 

People´s Deputy Borys Tarasiuk presented the Bill on Amendments to the Law "On Diplomatic Service" (re the Legal Status and Diplomatic Ranks Nomination Regulation). He suggested amending the effective Law "On Diplomatic Service", enhancing organization and activity of the diplomatic service due to its modern development.

 

The Parliament members adopted the Bill as a basis by 300 votes. 

 

The Verkhovna Rada passed the Resolutions on demarcation of Krasnoperekopsk city and Krasnoperekopsk district of the Crimean Autonomous Republic, and on demarcation of Okhtyrka city and Okhtyrka district of Sumy region.  

 

Then the People´s Deputies repeatedly scrutinized the Law on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" with the President´s motions.

 

The Verkhovna Rada failed to override the President´s veto on the said Law (227 votes).

 

People´s Deputy Mykola Azarov presented an alternative Bill on Amendments to the Law "On the State Budget of Ukraine for 2009". Pursuant to the Bill, the Ministry on Public Health shall receive UAH 100 million to prevent the spread of A/H1N1/California/04/09 influenza and acute respiratory diseases.

 

The Bill was adopted as a basis by 416 votes.

 

The People´s Deputies scrutinized the amendments to the Bill on the purchase of goods, works and services for the public funds. The Parliament members supported the amendment concerning another title of the Bill "On State Purchases Procedure". In total, 126 amendments were scrutinized. 

 

The Chair announced that scrutiny of the said Bill would be resumed at the Friday´s plenary meeting. Then the meeting was adjourned.
