The Bill (Reg. No. 4778) sets legal, organizational and economic principles of governmental policy in the field of vaccinal prevention of infectious diseases in Ukraine.

Pursuant to the Bill, a specially authorized central executive authority body in charge of public health shall determine the procedure and set the terms for conducting prophylactic vaccination, approve the list of medical contraindications to vaccination, develop and set the criteria of quality, effectiveness and safety of immunobiological medicine, and exert governmental control in this field.

However, the People´s Deputies stated that the final provisions of the Bill failed to include necessary amendments to other Laws on immunoprophlaxis, as envisaged by Clause 90 of the Standing Orders of The Verkhovna Rada of Ukraine.

The Committee recommends that the Parliament adopts the Bill as a basis, taking into account the remarks and proposals.
