Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, addressed Viktor Yushchenko, President of Ukraine, with a Proposal to introduce the Candidate for Minister of Defense personally at the Parliament, expressing his Opinion concerning Situation in the Defense Sector and Ways of its Improvement
Giving answers to the journalists´ question, V. Lytvyn informed that has directed such letter to the Head of the State according to the decision for the Conciliation Council.
Leader of the Parliament reminded that according to the Laws on Cabinet of Ministers Ukraine, the President of Ukraine has the right to present personally the candidates for the office of the Minister of Foreign Affairs and Defense.
V. Lytvyn as the answer to the President of Ukraine proposition to scrutinize in the Parliament the situation in the Ministry on Defence and hear the report of the Prime Minister, proposed such sequence: President personally present the candidate for the post of the Minister of Defence; give his opinion of the situation in the sphere and names responsible for it; introduces his suggestions regarding the further actions regarding improvement of the situation and gives his evaluation regarding the financing of the sphere at the scope of UAH 20 billion; the Parliament hears the information of the Prime Minster of Ukraine.
V. Lytvyn declared that the Prime Minister report, which the President demands, according to the laws of Ukraine are heard in case of the issue on the Governmental responsibility and it, according to V. Lytvyn, is "a little bit another procedure."
"Either it would be account, report or information it does not matter. The main fact here is that the problem should be solved and we must find the approaches to solve them", - the Chairman fo the Verkhovna Rada of Ukraine declared.
Giving answers regarding the possibility of Yu. Ekhanurov appointing to the office, V. Lytvyn announced: the President should not have offered the candidate that almost does not have chances."
According to him, such step means future "strengthening of the conflict." "Moreover, we would show ourselves not in a best way before the world, besides people moods are not likely to be very positive", - V. Lytvyn added.
He is convinced that "there should be consultations and dialogue that would conclude in the adopted decision that would correspond to the interests of the state."
