The Committee on Family Matters, Youth Policy, Sports and Tourism recommends that the Parliament overrides the President's Veto on the Law "On Amendments to Clause 1 of the Law of Ukraine "On State Support and Peculiarities of Functioning of "Artek" and "Moloda Hvardia" Children Centers"

Pursuant to the Law (Reg. No.4634), the said children centers are State-owned enterprises under the central executive authority body in charge of organization of children´s health improvement and recreation.

 

According to the President of Ukraine, the Verkhovna Rada of Ukraine has exceeded its powers, having adopted the Law regarding the issues of state property objects management, consequently the Verkhovna Rada of Ukraine violated Clause 85 of the Constitution of Ukraine.

 

During the discussion of the President´s motions, the Committee members emphasized that "the Law fails to regulate the state property objects management. Instead it regulates issues on subordination of central executive authority body in charge of organization of children´s health improvement and recreation."
