Mykola Tomenko: Veto Instrument used to be implemented as a Weapon against the Government and now it is used as a Weapon against Ukrainian People
Today during the press-conference in UNIAN, Mykola Tomenko, the vice-Chairman of the Verkhovna Rada of Ukraine declared: "Viktor Yushchenko started his activity, implementing veto as weapon against Government and completes it using as a weapon against society, and Ukraine in the whole."
M. Tomenko declared that Viktor Yushchenko´s veto, put upon the governmental bills can easily be predicted now, as it is put upon all the bills directed by the Government even if they are of great social importance.
According to the Vice-Chairman, the Bill on amendments to the Law of Ukraine "On State Budget of Ukraine for the year 2009" (re the provision of all the hospitals with the necessary medicines and equipment in order to stop spreading of influenza epidemic), which envisages UAH 1 billion allocation is "extremely important for the World health Protection Organization recommendation implementation and even for the measures to be taken according to the words of the President himself."
M. Tomenko informed that yesterday the president of Ukraine put veto upon the bill concerning great number of extremely important spheres of the state life due to the increase of tobacco goods excise duty. "President deems the one or one and a half hryvnia increase not excessive blow to the smokers and may cause serious damage to the industry. However, at the expense of these funds certain activity and financing of the Ministries on Defence and Foreign Affairs would not be provided.
The Vice-Chairman of the Verkhovna Rada of Ukraine emphasized that when it concerns the Bill envisaging extra financing at UAH 1 billion rate of the fighting against influenza epidemic, it is obvious that in case the President puts veto on it, it would be overridden, as all the factions upheld the mentioned above bill and are convinced that the bill must be adopted. "Hence during the next session weak it would score more then 300 votes and later would come into force", - he is convinced.
"Unfortunately as soon as Viktor Yushchenko, the President of Ukraine started his presidential campaign, he more and more turns not only into the candidate for the presidential office but into Viktor Yanukovych authorized person, who tries to use fully veto instrument not only against Yulia Tymoshenko but against the whole country", - M. Tomenko has emphasized.
