Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, predicts that the President's veto on the Law concerning allocation of UAH 1 Billion out of the National Bank of Ukraine Funds will be overridden
V.Lytvyn made the above-mentioned statement during the press-conference in Luhansk.
"I am convinced that the President should have signed the Law and the Parliament should have established total control over the proper use of allocated funds not through the business enterprises, but directly by the state", - he declared adding that necessary medicines and medical equipment should have been purchased for these funds.
V. Lytvyn emphasized that he would not like to continue the practice of signing the Laws, as it is not his function and such cases "should be singular".
According to V. Lytvyn, the Head of the State shall "verify, whether this Law complies with the Constitution of Ukraine." "I declare that it does", - the Chairman of the Verkhovna Rada of Ukraine proclaimed adding: "If someone thinks differently, they can appeal to the Constitutional Court."
