The Bill (Reg.№5228), directed by Volodymyr Sivkovych, the People´s Deputy envisages implementation of the enforcement procedure crimes counteraction against sexual freedom and inviolability of minors in the form of "chemical (pharmacological) castration" of a person committed corresponding crime. This procedure is being implemented irrespective of the punishment indicated or enforcement procedures of medical character for the insane persons.
V. Sivkovych deems the traditional punishment methods do not prevent repeated commission. Moreover according to him, the majority of people committing crimes of sexual character against children are mentally ill, consequently implementation of this punishment method would make impossible repeated commission.
During the discussion, the Members of the Committee are preoccupied with the problem of the increase of the crimes against minors´ sexual immunity as according to the official statistics. During 9 months of the year 2009 110 children were raped.
