Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that all the Authorities shall assume Responsibility for the Situation in the Country.

 

"The authorities, starting from village mayor to the President of Ukraine, shall assume responsibility for the situation in the country, the Verkhovna Rada becoming an example of responsibility", - V. Lytvyn proclaimed during the press-conference in Luhansk on Wednesday.

 

He also declared that the Parliament "is supposed to become the center of the dialogue, elaboration and adoption of the decision and control over its implementation." "We faced such a crude situation, we are a unique country where the opposition has power, especially during the period of elections: the President is in the opposition to the Government, the Government- to the President and theVerkhovna Rada, consequently, it is in opposition to everyone, - V. Lytvyn declared. As there is neither effective power in the country, nor opposition, the state administration system is being almost completely destroyed under a very complicated economic situation."

 

Still, he stated: "If one considers the structure of authorities, one will notice that half of the country is under the power of the Party of Regions, another half being under the Orange team."

 

The Leader of the Parliament believes that the political forces shall make "reports" instead of the mutual accusations. According to V. Lytvyn, it would facilitate "more pragmatic approach to the formation of authorities."
