Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Ukraine shall not rely on the Outside Help, be it Another Loans from the International Financial Institution
On visiting Luhansk Electrical Engineering Plant, V.Lytvyn commented upon the possibility of receiving the fourth tranche from the International Monetary Fund. V.Lytvyn stated: "Actually, Ukraine has not received this tranche, hence, further development of events shall be considered".
"It is necessary to remember that loans shall be returned sooner or later. Next year, we will have to pay debts totaling the funding of education, medicine and the Armed Forces", - he stated, stressing: "This amount is overwhelming, the country shall try to live without the outside help".
V.Lytvyn stated: "Ukraine has already been drawn into the cooperation with the IMF, the Memorandum signed by the President, the Prime Minister, the Head of the National Bank and the acting Minister of Finance being not promulgated, as the public would definitely disapprove". Moreover, The Head of the Parliament believes that "giving loans, the IMF assumes control over the Ukrainian economy".
"This fact is to be considered; we shall not be concerned with another tranche, but with the ways to increase production of such industrial enterprises, as Luhansk Electrical Engineering Plant, supporting them at least by the timely VAT compensation", - V.Lytvyn summed up.
On Wednesday, V.Lytvyn stayed with a working visit in Luhansk region.
