On 20 August 2024, the Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation considered the draft Law of Ukraine on Ratification of the Rome Statute of the International Criminal Court and Amendments thereto (Reg. No. 0285), submitted by the President of Ukraine Volodymyr Zelenskyi. This is a historic moment in the context of Ukraine's European integration and the protection of Ukraine's national interests.
The adoption of this draft law is important due to Ukraine's obligations under Article 8 of the Association Agreement between Ukraine and the European Union, and also relates to the rights, freedoms and obligations of man and citizen, the implementation of cooperation in the field of international justice and its implementation.
The ratification of the Rome Statute will demonstrate to the world Ukraine's commitment to the rule of law, readiness to settle international disputes and make a powerful foreign policy statement in support of international peace and security.
The Rome Statute establishes the jurisdiction of the International Criminal Court over the crimes of genocide, crimes against humanity, and war crimes, as well as the corresponding substantive definition of these crimes, their interpretation, procedures for their investigation and administration of international justice.
Ukraine accedes to the Rome Statute of the International Criminal Court and its amendments with the declarations set out in the proposed draft law of Ukraine.
Upon ratification of the Rome Statute of the International Criminal Court and its amendments, Ukraine will become the 125th State Party and will enjoy full rights, including the right to compensation for damage to its citizens as a result of crimes against humanity and war crimes.
The Committee recommends that the Verkhovna Rada of Ukraine approve the draft law of Ukraine on the ratification of the Rome Statute of the International Criminal Court and its amendments, as proposed by the Committee and with technical and legal amendments.
