ON FRIDAY, 21 OCTOBER, 5TH SESSION PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD

 

Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine at the beginning of the morning meeting informed on the results of the parliamentary work during the plenary meetings on 22 October.

 

The Bill of the Law on Amendments to Clause 76 of the Law "On the State Budget of Ukraine for 2009" (re Construction of the Motor Transport Highway across the Dnipro in the City of Zaporizhzhia) was reported by Oleksandr Peklushenko, the vice-Chairman of the Committee on Budget Matters. The Bill allocates UAH 500 million from the Stabilization Fund for the funding of motor transport highway construction across the Dnipro in the city of Zaporizhzhia.

The Committee on Budget recommends that the Verkhovna Rada adopts the Bill as a basis and in its entirety.

 

The Bill was adopted as a basis and in its entirety by 396 votes.

 

The Bill On Amendments to Certain Legislative Acts regarding the Improvement of the

Organizational-Legal Basis Detection, Prevention and Cessation of the Organized Crime and Corruption Activity was presented by Mykola Dzhyha, the Vice-Chairman of the Committee on Fighting against Crime and Corruption. The document also specifies the monitoring functions of the Committee on Fighting Organized Crime and Corruption. The Bill implements that the system of direct subordination of the special agencies in charge of fighting organized crime to the Minister on Internal Affairs of Ukraine and the head of the Main department in charge of fighting organized crime be renovated. In order to secure logical and efficient administrative decisions, close cooperation between the interrogating officers and operations staff at the stage of investigation of criminal cases, the Bill suggests that the investigation departments in charge of investigation of crimes committed by organized groups be directly subordinate to the head of the Main department in charge of fighting organized crime.

 

According to the Bill "General Department on Fighting Organized Crime and Corruption in Autonomous Republic of Crimea, regions, cities Kyiv and Sevastopol are juridical persons that possess separate budget, current and deposit accounts, stamps with the image of State Coat of Arms with its nomination."

 

As a result of scrutiny the bill was adopted in its entirety by 377 votes.

 

Mykola Onishchuk, Minister on Justice of Ukraine informed on the Bill on Amendments to certain Laws of Ukraine regarding Participation of the Public in the Formation and Implementation of the State Policy, Settlement of the Issues of Local Significance.

 

The Bill) amends the Laws "On the Local Self-Government in Ukraine" and "On the Local State Administrations" in order to create proper legislative mechanisms for the citizens to realize their constitutional rights for the participation in the formation and implementation of the State policy, settlement of the issues of local significance both directly, and via the civil society institutes.

 

The Bill was adopted by 358 votes.

Parliamentarians discussed several bills regarding the improvement of the legislation in the sphere of the local self governing. The bills on amendments to the Law "On Local Self Governing in Ukraine" (re the Authorities), on amendments to the article 12 of the Law "On Local Self Government in Ukraine" re the identity cards of the village settlement, city mayors, on amendments to certain legislative acts regarding the activity of the whole Ukrainian associations of the bodies of the local self government were rejected.

 

Having scrutinized two bills on "On Heat Supply", the Parliamentarians rejected the governmental one and adopted the bill suggested by S. Titenko, the People´s Deputy.

 

The Bill "On Amendments to certain Legislative Acts of Ukraine" (re Jurisdiction of Cases related to the Welfare Payments) was presented by the Chairman of the Sub-Committee on Civil Legislation Matters of the Committee on Juridical Policy, Volodymyr Pylypenko.

 

The Bill aims at the efficient regulation of legal relations during the initiation and scrutiny of the cases related to the welfare payments. It introduces amendments to the Civil Procedural Code and the Code of Administrative Legal Proceedings of Ukraine, pursuant to which, the scrutiny and settlement of the cases on social payments is transferred from the jurisdiction of administrative courts into the jurisdiction of general courts. 

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to certain Legislative Acts of Ukraine" (re Jurisdiction of Cases related to the Welfare Payments) by 348 votes.

 

26-30 October, People´s Deputies would be working with the electors.
