there was a serious problem in Ukraine regarding the personnel training and reformation of the labour market.
O. Shevchuk informed that the Bill is aimed at the implementation of the National system of qualification that in its turn is oriented at the formation of the common, integral, open and flexible system of qualifications that would be spread on the whole levels of the qualification and all the types of education.
During the discussion of the Bill the participants of "the round table" upheld generally the legislative initiative. The speakers declared that the elaboration and implementation of the National System and frames of the qualifications are essential and urgent in the course of the Ukrainian obligation regarding the advancement of the education reformation.
In speeches it was stressed that the Law in case of its adoption would provide improve the educational and professional levels of workers, facilitate the effective control of the state expenses tat are directed to the educational sphere in Ukraine.
At the same time, speakers expressed numerous remarks regarding the bill principles. Opponents of the system implementation stressed that there is already formed, legislatively determined and functioning for many years national system of qualifications that needs improvement. Still, the fact of its existence should not be ignored.
