ON WEDNESDAY , 21 OCTOBER, 5TH SESSION PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine at the beginning of the morning meeting informed on the results of the parliamentary work during the plenary meetings on 20 October.
People´s Deputies presented the propositions and announcements.
Parliamentarians continued scrutiny of the President´s Motions to the Law "On Amendments to the Budget Code of Ukraine." As a result of scrutiny, the President´s motions were not upheld.
The Verkhovna Rada failed to overcome the President´s of Ukraine veto on this Law ("for" 195 votes) and directed it for the further elaboration.
The Verkhovna Rada of Ukraine passed the Resolution "On Recommendations of the Parliamentary Hearings on the Topic "Ways of reforming Public Health Sphere and Medical Insurance in Ukraine" ("for" 343 votes).
As result of scrutiny were rejected the bills: on the annual report of the Verkhovna Rada of Ukraine Ombudsperson on people´s rights and on the state and protection of the human rights; on the Recommendations of Parliamentary Hearings on topic: "On State of Justice in Ukraine"; on parliamentary hearings "On basic principles of the stable development of Ukraine for the year 2010-2020" (9 December 2009).
The Verkhovna Rada of Ukraine passed the Resolutions "On certain Issues concerning Administration of State Property that supports the Activity of The Verkhovna Rada of Ukraine" and "On Recommendations of the Parliamentary Hearings on the Topic "Ways of reforming Public Health Sphere and Medical Insurance in Ukraine."
The Verkhovna Rada of Ukraine has adopted the Law "On Amendments to the Law "On the Register of the State Property Objects that are not supposed to undergo the Privatization" in its entirety.
The People´s Deputies scrutinized one more Bill regarding legislation improvement in the privatization sphere - on Amendments to the Article 11 of the Law "On the State Property Objects Management" (re the regulation of the Order of the Participation and Voting of the State Representatives during the Meetings of the Economic Enterprises).
The bill was presented by Dmytro Parfenenko, acting Chairman of the State Property Fund. The Bill resolves that the representatives of the state on the common meetings of the economic enterprises for the voting should possess the order of the Fund on State Property of Ukraine or the authorized control body.
The Bill was adopted as a basis.
The Verkhovna Rada of Ukraine has adopted the Law "On Amendments to the Article 101 of the Criminal Procedural code of Ukraine (re the Participation of the State Border Defense Bodies in the Criminal Legal Proceedings)"
By 339 votes the People´s Deputies of Ukraine has adopted the Law "On Adoption of the Whole Ukrainian Program on Immunological Prevention and Public Protection from the Inflectional Diseases for the Years 2009-2015.
As a basis were adopted bills: on Amendments to certain Laws of Ukraine; On Amendments to certain Legislative Acts of Ukraine regarding the Housing Laws of the Children-Orphans and Children deprived of the Parental Care; on Amendments to the Law "Electric-Power Industry";.
The Bill "On Addition of the Article 3 of the Law of Ukraine "On Farming" (re the Specification of the Family Relations that give the Right to be the participants of the Economic Activity)" was reported by Mykola Prysiazhnyuk, the People´s Deputy of Ukraine informing that legislative Act is added by the article 3 of the Law "On Farming" by the new part according to which to the members of the families and relatives of the Chairman of the farm would be referred wife, husband, children, grandfather, grandmother, great-grandmother, great-grandfather, grandchildren, stepmother, stepfather, stepson, stepdaughter, cousins, uncles and aunts as front he part of the Chairperson the farming enterprise as on the part of his/her wife/husband.
The Bill was adopted by 306 votes.
Mykola Prysiazhnyuk introduced one more Bill on Peculiarities of the Agricultural Products Insurance with the State Finance Assistance. The Bill envisages the regulation of the relations in the sphere of the agricultural products insurance that is implemented with the state assistance aiming at the protection of the property interests of the agricultural producers.
Parliamentarians upheld the bill, adopting it as a basis by 272 votes.
