Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Disrespect for the Constitution of Ukraine is a Topical Problem for the Country, and the Criminal Responsibility shall be envisaged for its Non-Implementation.

"It is the topical problem of Ukraine, as the Constitution is being infringed upon by the President, Prime-Minister and the Verkhovna Rada", - he declared on Wednesday during the meeting with Mr Torbjörn Jagland the Secretary General of the Council of Europe.
Giving answers to the questions, V. Lytvyn declared that Ukraine "does not nee Constitutional reformation but there should be cultural respect to the Constitutional principles." "The criminal liability should be introduced for the non-implementation of the General Law infringement", - the Head of the Parliament stressed. According to V. Lytvyn, the principal item - "make the power act only due to the Constitution principles", and intentions to change it, in his opinion, "are only desire to avoid political responsibility."
"I do not share the President´s intentions to change the Constitution for the political moment, political situating and elections campaign, still, certain specifications should take place", - V. Lytvyn added.
According to the Leader of the Parliament "changes in the Principal Law due to the political agreements" lead to "the fragmentation and partial privatization of the power institute."
One more topical problem for Ukraine, V. Lytvyn considers the election system, as "as it should be civilized, when on the first place is personality but not the party." According to him, the effective election law "has slowed the process of political structuring of the society down."
