Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to alter a Number of Regulations of the New Law on Amendments to the Legislation on Presidential Elections, revising the Non-Democratic Regulations
Meeting Thorbjorn Jagland, Secretary General of the Council of Europe, on Wednesday, V.Lytvyn stated that he commissioned the profile parliamentary committees to scrutinize the resolution of the Constitutional Court concerning the said law and bring forward relevant legislative motions before Parliament in the next plenary week, the Court resolutions being taken into account. "We are obliged to implement the resolution of the Constitutional Court", - stressed the Head of the Parliament.
"I will also suggest that The Verkhovna Rada takes into account a bigger number of proposals than expressed by the Constitutional Court. It is necessary to revise the non-democratic regulations", - he stated.
V.Lytvyn believes that non-democratic regulations include the one authorizing the electoral commissions to dismiss the observers, confidential agents and mass media representatives from the polling stations by a corresponding resolution. "A certain number of other issues shall also be taken into consideration while elaborating the said Law", - he stated.
The Head of the Parliament objects against the amending of legislation in the period of election campaign. However, V.Lytvyn stated: "We are in the process of building democracy, and are looking for better ways".
