Volodymyr Lytvyn: The Verkhovna Rada of Ukraine shall set up a Working Group to form the Budget required for the Country
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, suggested setting up a working group "to form the budget required by the country". "I wish the budget were formed not for the President, the Prime Minister or The Verkhovna Rada, but for the country", - he stressed.
He made the above-mentioned statement in the interview to "Silski Visti" newspaper, answering the question concerning a probability that "the People´s Deputies will come to their senses to adopt the budget for the next year".
The Chairman of The Verkhovna Rada of Ukraine commented on the advantages and disadvantages of the Draft State Budget for the next year brought forward before Parliament. He deems necessary to exclude a number of regulations that contradict effective legislation from the Bill, "forming a separate package of amendments to the effective legislation".
He also deems necessary to pass a resolution concerning a new version of the Budget Code. "A new version must be legitimated, otherwise, the Draft State Budget shall be harmonized with the effective legislation. The Verkhovna Rada shall also study the macroeconomic results and pass its resolution concerning budget´s substantiation", - stressed V.Lytvyn.
The Head of the Parliament deems necessary to draft the Budget for the First Reading, taking into account parliamentary resolutions and guidelines that will be forwarded to the Government. "This is a correct approach. Otherwise, the Cabinet of Ministers will have the grounds to declare: we have suggested innovations, but the Deputies do not work for the benefit of the country", - he stressed.
V.Lytvyn believes that every individual "who thinks about the country instead of elections" must support his stance. "Life will not end with the presidential elections", - stated the Chairman of The Verkhovna Rada of Ukraine.
