The State of Preparation of the Housing and Communal Services for the Heating Season 2009-2010 was scrutinized during the Hearings held by the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy

Volodymyr Rybak, the Chairman of the Committee informed that the government directed the information regarding the state of the preparation for the next heating season but it is formal. According to him, the main problems remained unsolved.

 

V. Rybak announced that the state policy in the sphere of housing and communal services during last two years is actually directed at the destroying of this sphere.

 

The participants of the hearings heard the report of O. Kucherenko, the Minister on Housing and Communal Services, the Vice-Chairman of the Committee, O. Popov "The Results of the Heating Season 2008-2009 and preparation for the work during the winter period 2009-2010" form 3rd June 2009.

 

The participants of the hearings declared that the Law "On the State Budget of Ukraine 2009" does not envisage the financial programs aimed at the provision of the stable and moderate housing-communal services that resulted in the delayed and not at the full rate provided preparation for the heating season.

 

It was declared in speeches that for the beginning of the October of the current year the register of the objects that are to be supplied by the Stabilization Fund resources at the expense of UAH 500 million are still not adopted. That is a big obstacle for the innovational programs development and implementation in the sphere.

 

The participants of the hearings have pointed out the attention on the fact that funds planned in local budgets do not provide the payments of the budget institutions and organizations for the consumed housing-communal services. According to them as a result of imperfect and insufficient tariff policy the finance-economic state of the housing-communal services enterprises is unsatisfactory.

 

The participants of the hearings deem these factors strengthen the risks regarding the effective preparation and stable holding of the heating season 2009-2010.

 

As a result of the discussion the Committee would adopt the decision with the recommendations for the state power bodies in order to take measures regarding the improvement of the legislative and normative basis for the effective use of budget funds and improvement of the social protection of workers of the housing and communal services enterprises.
