The Verkhovna Rada of Ukraine once more faces the problem of illegitimacy of decisions adopted but it because of the domination of political motives over the law. The first Vice-Chairman declared it during the briefing giving comments upon the political-legal situation in Ukraine. It happens due to the domination of political motives over the law", - O. Lavrynovych declared.
"One may observe in the Verkhovna Rada of Ukraine the situation when the highest representative body in the state has the serious problem with the legitimacy of its resolutions."
The politician explained that the main reasons of Parliament´s incapacity to work. "The main problem for today is that we have the combination of the political leader status with the post of the Verkhovna Rada of Ukraine Chairman", - he declared and added: "Motives in each status come up against each other as these two function are incompatible".
According to O. Lavrynovych, "demonstration of the disgrace towards the laws of Ukraine it is the way to the deadlock and the Parliament collapse".
"Today we have the effective law due to which the Parliament work basing on the Principle Law, laws on Committees and the Verkhovna Rada of Ukraine Committees, Law on the People´s Deputy of Ukraine Status and the Verkhovna Rada of Ukraine Regulations. No other Resolution is legitimate to regulate it", - O. Lavrynovych announced.
Concerning the resolution regarding the mode of voting, O. Lavrynovych declared that "the Chairman of the Verkhovna Rada of Ukraine ahs introduced for the voting the bill of the resolution that at the moment of its adoption is out of efficiency and conflicted with this law. Consequently from the moment of its adoption it is out of efficiency and can not be implemented". "Consequently today it is the main reason why the Verkhovna Rada of Ukraine is not able to work", - O. Lavrynovych ascertained.
