During the meeting of the Committee it was declared that the Bill (Reg.№4674) envisages the amendments to the Land Code and the Law "On Concessions" concerning the strengthening of the state guarantees of the concessionaires´ rights that should create favorable conditions for the state and business interests unification during the adoption of the corresponding laws.
According to the bill "the state guarantees the condition for the concessionaires´ activity that concerns the realization of the concession treaties, protection of its rights and legal interests". It is also envisaged that the state power and local self-governing bodies have no rights to interfere into the concessionaires activity that concerns the realization of the concession treaties, except the cases the interference is presupposed by the law.
The People´s Deputies have emphasized that the property and finance recourses of the concessionaires are not supposed to be withdrawn by force except cases envisaged by the law.
