The Bill (Reg. No. 4528) offers legislative regulation of matters related to the removal and displacement of soil by means of introducing special permits.
The Committee members uphold the Bill, as the State has actually lost control over the removal and displacement of soil during the mining works, construction, etc.
The Committee members believe that adoption of the Bill will create a transparent procedure of obtaining a permit for the removal and displacement of soil at a land plot, facilitate efficient use and protection of land resources, etc.
