Volodymyr Lytvyn: The World faces the necessity of developing New Rules of Cohabitation
On Tuesday, the 15th of September 2009, Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine has started his working visit to Chernivtsi Region.
Delivering speech in Bukovynsky State Medical University, V. Lytvyn touched upon the issue on necessity of new rules elaboration that would facilitate the coexistence of world countries.

n particular he declared that under the conditions of political opportunistic approach to the events evaluation, there is no common approach that would provide the world stability. "That is taking place on post-soviet space proves only one thing that the complex tectonic movements start and they would give the humanity know about themselves during not even decades but during long times after the Soviet Union fall", - V. Lytvyn announced.
According to V. Lytvyn one should discuss not the causes of the USSR collapse but the consequences should be discussed.
According to V. Lytvyn new rules of coexistence may appear in the world due to two conditions: the world crisis pf global character, world conflict eg.; and the appearance of the leader that would go through the limits of his nation.
"Fortunately the conflict is not forecasted today and unfortunately we observe today drawbacks in action of people who might occupy the leader position", - V. Lytvyn is convinced.
He also declared that the life and events "push out on the surface" people who may take the leader authority on themselves. "Unfortunately in Ukraine we observe tragic downfall with leaders. I am convinced that the leader part should be played by the intellectual elite today", - the Leader of the Parliament stressed.
V. Lytvyn has also stressed that in Ukraine there is no political elite: "AS political elite it is responsibility, and we have ruling political class", - he informed.
