The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk reported on the results of the plenary session on 11 April. In particular, a number of decisions were made:
FOR THE BASIS:
9165 – proposed to enable Ukrainians to decide which projects to allocate funds from the State Regional Development Fund through the Diia application. After pre-selection, the applicant programmes will be submitted for voting in the Diia app, which will determine the winners.
9051/9052 – proposed to introduce mandatory restructuring of consumer loan obligations during martial law and within 30 days after its termination or cancellation if the borrower’s place of residence is in a temporarily occupied territory or a combat zone.
9158 – proposed to simplify the procedure for military personnel to obtain a certificate of injury (wounds, contusions, mutilations) and to facilitate the processing and sending of medical documents between military units and healthcare facilities.
9154 – proposed to expand the list of military formations and special bodies where military medical commissions are established and allow their establishment by all participants in the security and defence sector. It is proposed to grant the right to create Medical Boards at "civilian" healthcare institutions of state and municipal ownership.
IN GENERAL:
7438 – banned the use, sale and transfer of fireworks, salutes and firecrackers, including the use of pyrotechnics against animals during sports and entertainment events. The ban does not apply to the use of pyrotechnics by the Armed Forces of Ukraine, the National Police and emergency services.
7632 – exempted individuals in 2023 from paying land tax in the territories where military operations or occupation of the relevant territory have ended. Created a mechanism for granting benefits for destroyed real estate or real estate in need of major repairs.
