The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk reported on the results of the plenary session of 10 April. A number of decisions were adopted during the plenary session, in particular, the Ukrainian Parliament appealed to NATO member states and the NATO Parliamentary Assembly on Ukraine’s membership in the North Atlantic Treaty Organisation.
In addition, the Parliament adopted as a whole:
8312 – provided that the Ministry of Defence is given the opportunity to manage seized property under martial law.
7473-“d” – expanded the number of Ukrainians who have suffered from human trafficking and are entitled to free legal aid. It simplified the mechanism for providing all types of free legal aid under martial law to children, incapacitated persons and persons with limited legal capacity.
No. 9061 and No. 9062 provide for the exemption from VAT and import duties on defence goods imported into the territory of Ukraine.
Also adopted as a basis:
No. 9079 – proposed to reform the current system of state material reserves and improve the legal aspects of the formation, placement, storage and use of state reserves.
8138 – proposed to improve the legislation on providing state support to investment projects with significant investments in Ukraine. New forms of support are proposed, including partial compensation for the cost of construction of facilities, the possibility to start implementing the project before the conclusion of an investment agreement, etc.
8280 – proposed to define the term “digital postage stamp” (E-stamp) as a virtual asset that will certify property rights to a digital image of a postage stamp.
9046 – proposed to amend the Law “On Complete General Secondary Education” and provide for the improvement of the quality of teaching and learning of Ukrainian history and a foreign language.
