The Bill (Reg. No.4562) envisages a threefold rate of tax for the land plots within the boundaries of the population centers, irregardless of the category of land, to which the land plots belong. A threefold rate of tax shall also be imposed on the land shares on the grounds of a resolution of a village, settlement, municipal council or regional State administration, if the following facts have been ascertained: non-implementation of actions aimed at the elimination of weeds; non-using of a land plot, unless the scientifically substantiated resolutions are being realized. The Cabinet of Ministers of Ukraine shall set the procedure for ascertaining the above-mentioned facts or determine the procedure for calculating the rate of tax, if the said facts are ascertained.
The Committee recommends that the Parliament forwards the Bill for further drafting and uses its particular regulations while preparing the Bill on financial sanctions for the illegal use of land plots (Reg. No. 3522) for the second reading.
