The Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Amendments to certain Legislative Acts of Ukraine regarding Elections of the President of Ukraine" on 24 July 2009.
The Law was forwarded to the President of Ukraine with relevant proposals on 18 August 2009.
On 21 August 2009, The Verkhovna Rada of Ukraine scrutinized the President´s motions and readopted the said Law, overriding the President´s veto. 325 People´s Deputies of Ukraine endorsed the Law. The Law was forwarded for the President of Ukraine to sign on 25 August 2009.
However, on 2 September 2009, the President of Ukraine returned the Law of Ukraine "On Amendments to certain Legislative Acts of Ukraine regarding Elections of the President of Ukraine" to The Verkhovna Rada of Ukraine without his signature, having suggested that it be published with the signature of the Chairman of The Verkhovna Rada of Ukraine, which complied with Part 4 of Clause 94 of the Constitution of Ukraine.
Pursuant to the Constitution of Ukraine, should the Verkhovna Rada of Ukraine adopt a law during its reconsideration by at least two-thirds of the constitutional membership of People's Deputies, the President of Ukraine shall be obliged to sign and officially promulgate such law within ten days. Should the President fail to sign such law, it shall be immediately promulgated by the Chairman of the Verkhovna Rada of Ukraine and published with the signature of the Chairman of the Verkhovna Rada of Ukraine.
Therefore, the Law of Ukraine "On Amendments to certain Legislative Acts of Ukraine regarding Elections of the President of Ukraine" is officially promulgated at the web-page of The Verkhovna Rada of Ukraine and published in the newspaper "Holos Ukrainy" and other printed mass media with the signature of the Chairman of The Verkhovna Rada of Ukraine.
