Parliamentary results of 2022

Since the beginning of the full-scale aggression of russia against Ukraine, the Verkhovna Rada of Ukraine has focused on the development and adoption of legislative acts that are relevant and urgent for the state during martial law, in particular in the field of national security and defence, economic, social, legal and humanitarian policy, education and science, ecology, conclusion of multilateral and bilateral international agreements. 

 

During the year, the Parliament of Ukraine adopted 399 laws and over 400 wartime resolutions, including:

    – 44 – Laws of defence and security

    – 97 – Wartime economic laws

    – 26 – Laws of social sphere

    – 74 – Laws in the legal sphere

    – 83 – Laws on sectoral development

    – 16 – Laws on state building issues

  • 10 – Laws in the humanitarian sphere

  • 37 – Statements and Appeals of the Verkhovna Rada to the international community, most of which concerned the russian armed aggression.

Statements and Addresses of the Verkhovna Rada to International Organizations

Since the beginning of the full-scale aggression of russia against Ukraine, the Verkhovna Rada has significantly intensified its activities in the foreign policy direction. 

 

The Parliament adopted a number of resolutions aimed at supporting political and diplomatic measures to counter russia’s armed aggression against Ukraine: 

  • On committing genocide in Ukraine by the russian federation (№2188-IX);

  • On the aggression of the russian federation in the Black and Azov Seas and the Kerch Strait (№2595-IX);

  • On condemnation of the next stage of escalation of the security situation in the world, provoked by the latest decisions of the criminal authorities of the russian federation (№2630-IX);

  • On condemnation of the criminal decisions of the leadership of the russian federation on the attempt to annex the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine (№2632-IX);

  • On condemnation of the support of the Islamic Republic of Iran for the armed aggression of the russian federation against Ukraine (№2692-IX);

  • On recognition of the russian regime as terrorist, illegitimacy of the russian federation’s membership in the UN and its formations (№2787-IX);

  • On condemnation of energy terrorism of the russian federation (№2788-IX).

The Verkhovna Rada of Ukraine also adopted a number of resolutions on appeals to the UN, international organizations and their parliamentary assemblies, parliaments and governments of foreign states aimed at supporting political and diplomatic measures to counteract the armed aggression of russia against Ukraine. 


Since February 24, 2022 the Parliament has adopted about 30 multilateral and 19 bilateral international agreements aimed at:  

  • Development of the capabilities of the Navy of the Armed Forces of Ukraine to expand capacity and strengthen defenсe capabilities (№2025-ІХ);

  • Compliance with the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) (№2319-ІХ); 

  • Strengthening cooperation between the Government of Ukraine and the NATO Communications and Information Organization(№2741-ІХ); 

  • Strengthening cooperation between the Government of Ukraine and the Government of the Republic of Turkey in the sphere of high technology, aviation and space(№2828-ІХ).

The Verkhovna Rada of Ukraine adopted all European integration laws within the framework of seven requirements necessary for the implementation of the recommendations of the European Commission. 

  • Law on improving the procedure for selecting candidates for the position of a judge of the Constitutional Court of Ukraine was adopted (№ 2846-IX); 

  • Law “On Media”, which provides for the creation of a unified, streamlined system of legal norms aimed at regulating legal relations in the field of media(№2849-ІХ);

  • Law “On National Minorities (Communities)” was adopted, which provides for the legislative regulation of the exercise of the rights and freedoms of persons(№2827-ІХ);

  • Law on Ensuring the Conclusion of an Agreement between Ukraine and the European Union on Mutual Recognition of Qualified Electronic Trust Services(№2801-ІХ);

  • Several laws: on financial monitoring, on ratification of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism.

In the field of anti-money laundering, the Parliament adopted several laws: on financial monitoring, on ratification of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism, on amendments to the law on prevention and counteraction to legalization (laundering) of proceeds from crime, financing of terrorism and financing of proliferation of weapons of mass destruction.

 

Among the adopted European integration laws there are some laws aimed at harmonization of national legislation with the EU legislation in economy, agriculture, healthcare and other spheres:

  • Improved the legislation on joint stock companies (№2465-ІХ);

  • Harmonized state statistics with the EU statistical system (№2524-ІХ);

  • Harmonized the current legislation of Ukraine on the protection of rights to geographical indications (№2524-ІХ);

  • Improved legal regulation of relations in the field of intellectual property rights(№2811-ІХ);

  • Harmonized Ukrainian legislation with EU legislation in the field of food safety(№2718-ІХ); 

  • Harmonized Ukrainian legislation in the field of protection of plant variety rights and seed and seedling production (№2763-ІХ;

  • Approximated Ukrainian legislation to EU legislation in the sanitary and phytosanitary spheres(№2775-ІХ);

  • Harmonized Ukrainian legislation in terms of preparation for registration, use and protection of geographical indications of alcoholic beverages(№2800-ІХ);

  • Harmonized Ukrainian legislation in the field of production and circulation of medicines(№2469-ІХ);  

  • Established a national public health system in accordance with EU standards(№2573-ІХ).
