ON FRIDAY, 21 AUGUST, THE PRE-TERMED SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD

The Chairman of the Verkhovna Rada of Ukraine having opened the pre-termed session has informed that it is held for the initiative of 151 People´s Deputy according to the part 2 of the article 83 of the Constitution of Ukraine.
Volodymyr Lytvyn announced two issues of the agenda: the Law "On Amendments to certain Legislative Acts regarding Elections of the President of Ukraine" (Reg.№4741) and the Law "On certain Issues concerning Implementation of the Law of Ukraine "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" (Reg. 47353-1).
The break in sitting till 14.00 was announced because of certain problems appeared concerning the agenda.
The Chairman reminded that for the present moment the Resolution of the Cabinet of Ministers of Ukraine re the State Budget 2009 is already in force and it considerably contradicts with the law the Verkhovna Rada if going to adopt today.
After the break, the Chairman of the Verkhovna Rada of Ukraine, V. Lytvyn announced for the scrutiny the Bill on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine re implementation of the State target program on preparation and holding of the final part of the European football championship 2012 in Ukraine (with the President´s motions).
The President´s motions were represented by the Vice-Chairman of the President of Ukraine Secretariate, Igor Popov, who emphasized that National Bank of Ukraine has no funds for the Euro-2012 financing.
In the scrutiny the representatives of all factions took part.
After it the Chairman announced break till 15.15 for the request of "Yulia Tymoshenko Bloc" and Party of Regions for the Conciliation Council concerning the President´s veto overcoming.
After the break the Verkhovna Rada of Ukraine has overcome the President´s veto on the Law "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" by 384 voices.
The Verkhovna Rada has adopted by 385 votes the bill of the Resolution of the Verkhovna Rada of Ukraine (Reg.№4735-п) according to which the Parliamentary control for the funds implementation is envisaged. The Bill was suggested by Ivan Kyrylenko.
The Chairman announced for the scrutiny the Law On Amendments to certain Legislative Acts regarding Elections of the President of Ukraine.
The President´s motions were represented by the Vice-Chairman of the President of Ukraine Secretariate, Representative of the President of Ukraine in constitutional Court of Ukraine, Maryna Stavniychuk.
Peoples Deputies voted for the each of the President´s motions to the law re the president elections.
The Verkhovna Rada has overcome the President´s veto on amendments to certain laws re the elections of the president of Ukraine by 325 votes.
The law strengthens the formation of the district voting committees, decreases the terms of the elective process from 120 to 90 days, and improves the order of the subjects of elective process decisions impingement.
Moreover, the institutes of the absentee ballets and subscription letters for the support of the candidate on the post of the President of Ukraine.
Criminal-Procedural Code of Ukraine is added by the principles according to which during the elective process investigators, public prosecutors and court may held any actions (to hold an inquest, prejudicial inquiry) concerning the elective committees, separate members of it, elective documentation, technical equipment "exclusively under the condition of the criminal proceedings execution in established order and presentation of the necessary supporting documents".
The Criminal Code is added by the norm according to which is envisaged liability of the member of the elective committee for the evasion from the participation in the work of the committee without the good reason - "penalty at the rate of 350 minimal non-taxable wages of the citizen or liberty deprivation at the term of two years".
In the end of the meeting, the Chairman informed that the next plenary meeting would be held on the 1st September 2009.
