Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects a complicated budget process under the conditions of the election campaign.   

 

Staying in Mykolaiv on Tuesday, V.Lytvyn answered the questions of the journalists concerning adoption of the budget for the next year. V.Lytvyn drew attention to a number of problems related with this matter, especially concerning the foundation of a Bill (an old or a new Budget Code) that the government shall bring forward before 15 September. 

 

The Head of the Parliament was surprised to learn the information that the Government invited the International Monetary Fund to participate in the development of the budget. "It equals the admission of one´s powerlessness. The necessity of consulting the international financial institutions is beyond any doubt, but the invitation to participate in the development of the State budget testifies of the situation in the country", - stated V.Lytvyn.

 

"It provokes the question: what does sovereignty mean for Ukraine? Is Ukraine capable of making independent decisions concerning crucial matters of its life?", - stated the Chairman of The Verkhovna Rada of Ukraine.

 

"If a real budget is adopted, it will be rather hard and unpopular for the country. Adoption of such a budget before the elections means a political verdict", - stated V.Lytvyn.
