The Bill (Reg. No.4292) introduces amendments to the effective Law that authorize the local executive bodies to develop family forms of accommodation of orphans and children deprived of parental care.   

 

The Committee members expressed a number of remarks concerning the Bill. Thus, pursuant to Clause 1 of the Law "On Organizational and Legal Conditions of Social Security of Orphans and Children deprived of Parental Care", medical, education establishments, institutions of the bodies in charge of labour and social security of the population belong to the establishments for orphans and children deprived of parental care. However, pursuant to Clause 9 of the Law "On Comprehensive Secondary Education", the boarding schools and school boarding houses belong to the comprehensive secondary education establishments, i.e. are not considered as the establishments for orphans and children deprived of parental care.
