Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that the situation concerning the Law "On Amendments to certain Legislative Acts of Ukraine regarding Presidential Elections" can be settled by means of adopting a new version of the document with account for the remarks of the Head of State and signing it by the President.
V.Lytvyn made the above-mentioned statement during his visit to Poltava region on Thursday.
V.Lytvyn expects that the Parliament will scrutinize both issues as determined by the initiators of the extraordinary session, i.e. the motions of the President of Ukraine to the Law of Ukraine "On Amendments to certain Legislative Acts regarding Elections of the President of Ukraine" and the motions of the President of Ukraine to the Law of Ukraine "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine".
The Head of the Parliament discerns two ways of settling the issue concerning veto imposed on the Law "On Amendments to certain Legislative Acts regarding Elections of the President of Ukraine". Thus, the first way presupposes "mechanical overriding of the veto under the corresponding procedure: a report, a committee´s resolution, vote for each President´s motion, and vote for the overriding of the veto, unless the motions are endorsed".
However, the Chairman of The Verkhovna Rada of Ukraine believes that the said approach "will boost the political conflict, and the confrontation will further aggravate under the conditions of the presidential campaign".
If the President´s intention to appeal to the Constitutional Court regarding constitutionality of the Law is fulfilled, "it will result in confrontation or even disruption of the election campaign".
According to V.Lytvyn, the second approach presupposes analysis of the remarks and motions of the Head of State, as the adopted Law includes "a number of discrepancies".
"Unfortunately, all my appeals for the dialogue and adoption of responsible resolutions were neglected. I think it will bear only negative consequences", - he stated.
