This is how the Deputy Speaker of the Verkhovna Rada of Ukraine Olena Kondratiuk commented on the decision of the European Union to organize and finance the Aid Program for Ukraine in the winter period.

She reported that temporary facilities for shelter and heating of the most vulnerable categories of the population during this winter will be located in Rivne, Bucha and Kharkiv.  The European Commission also additionally allocates 150 million Euros for humanitarian aid to Ukraine and another 25 million Euros to Moldova.

"The main priority of these efforts is to provide winter shelter, given the expected frosts.  Other priorities include education in emergency situations, health care and assistance in protecting the population," Olena Kondratiuk explained.

She also cited a European Commission announcement stating “a new emergency shelter and winter housing program for Ukraine as russia's war continues to destroy civilian infrastructure.  In addition, the Commission will provide an additional 175 million Euros in humanitarian aid to support the most needy in Ukraine and Moldova."

In particular, according to the Deputy Speaker, the rescEU strategic reserve will be mobilized for the deployment of shelters and necessary means in Ukraine with a total cost of 62.3 million euros.  In total, together with the second shelter pool located in Romania, the EU has gained the capacity to provide temporary emergency shelter for up to 46,000 people.

"We are grateful to the European Union for its support, humanity and concern for those Ukrainians who are the most vulnerable and need special attention.  Targeted terrorist attacks by the russian federation on the critically important civilian infrastructure of Ukraine will not break us, but only harden us.

I am convinced that, together with such partners and allies as the EU, we will overcome all the challenges that this difficult winter and the terrorist state of russia are preparing for us," stressed the Deputy Speaker of the Ukrainian Parliament Olena Kondratiuk.
