The Bill (Reg. No.3280) establishes higher social standards to enhance
State support of families with many children, than suggested by the Bill (Reg.
No.2448) adopted at the First Reading. Thus, it envisages a 75-per-cent discount for the use of housing,
communal services and cost of fuel, a monthly pecuniary aid for every child,
etc.
However, according to the Committee members, the suggested regulations of a new Clause 20 to the Law "On State Support of Families with many Children" appertaining to other types of assistance to the families having many children do not belong to the scope of the said Law, as it establishes the rate of financial support of families with children by means of a State pecuniary aid.
Pursuant to Paragraphs 2 and 3, Part 2 of Clause 94 of the Standing Orders of The Verkhovna Rada of Ukraine, the Committee resolved to address the Chairman of The Verkhovna Rada of Ukraine with a request to return the Bill to the subject of legislative initiative without its scrutiny at the plenary meeting.
