The Parliament did not just maintain its effectiveness during the martial law, but works as efficiently as possible, – emphasized the First Deputy Chairman of the Verkhovna Rada of Ukraine, Oleksandr Korniyenko, during the meeting of the Working Group on the preparation of complex legislative proposals on amendments to the Laws of Ukraine in the field of parliamentary law.

Oleksandr Korniyenko, who is the head of the Working Group, noted that its task is to develop proposals for legislative changes in the field of parliamentary law and the implementation of the Recommendations of the Pat Cox Mission (Resolution of the Verkhovna Rada of Ukraine No. 1035-VIII).

In particular, the First Deputy Speaker of the Parliament of Ukraine suggested forming subgroups within the framework of the Working Group with the involvement of experts. As the First Vice-Speaker emphasized, the experience of the National Recovery Council and the approach used by it is "effective, given the fact that parallel processes are underway": "When we have several subgroups, we will be able to work on several topics in parallel."

 "Experts should be involved in this work, who will help form the concept, and then the final text of the updated Regulations and the corresponding changes to the Laws: "On the status of a people's deputy", "On committees of the Verkhovna Rada of Ukraine" and others," he said. That is why the meeting participants were asked to work in subgroups until September to prepare the text by November and have the work results by the end of the year.

In addition, the event participants separately raised the issue of challenges and opportunities for quality work of the Verkhovna Rada of Ukraine during wartime.

Finally, the First Deputy Chairman of the Verkhovna Rada of Ukraine, Oleksandr Korniyenko, outlined the working group's activities: bringing the Regulations into line with the Constitution; legislative procedure;  relations between the coalition and the opposition; interaction of the Verkhovna Rada of Ukraine with the Cabinet of Ministers of Ukraine; code of ethics and status of deputies;  increasing the level of institutional capacity to ensure the work of the Verkhovna Rada of Ukraine, in accordance with needs and challenges.

For reference. During martial law, the Parliament considered 331 issues on the agenda. A total of 188 laws were adopted, including 19 in a new version.  84 draft laws were adopted in the first reading as a basis, 15 ratifications and 10 denunciations were voted on.
