The Bill (Reg.№3435) envisages the restriction of the quantity of voce-chairmen of the bodies of the executive power, restriction of the salary rates of the Cabinet of Ministers members and State Officers, pension rates for those the pension to whom are nominated according to the Law "On State Service" and rejection of the right of the State Servants on extra-paid vacation.
The Members of the committee deem that the Bill do not correspond to the requirements of the article 22 of the Law "On State Service", determining that when the amendments to the laws or changes to the effective laws take place, the narrowing of the content of existing rights and liberties is forbidden. It was mentioned that principles of the Bill contradict with the principles of the article 58 of the same Law.
The Members of the Committee declared also that the Bill do not correspond to "the requirements of the legislative technique of the article 90 of the Verkhovna Rada of Ukraine Regulations according to which the amendments could be introduced only to the initial text of the legislative act and according to the Bill, the amendments should be introduced to the norms of the law with temporary character."
